The fake Shanks, who works for the World Government, is the son of St. Figarland Garling.
The latest chapter of Eiichiro Oda’s manga revealed some pretty important secrets. After taking Luffy, Zoro, and Nami to King Harald’s castle, Rodo tells them that Loki is actually Hajrudin’s half-brother and they have different mothers. King Harald couldn’t marry Hajrudin’s mother as she was from another Giant country. Elsewhere, Gunko’s torture methods weren’t enough to force Loki to join the Holy Knights. Fans learned that the hooded Shanks is actually Figarland Shamrock, the son of St. Figarland Garling.
One Piece chapter 1137 recap

Rodo thought that nobody had approached King Harald’s castle ever since his death in the battle with Loki 14 years ago. However, the broken front door of the massive structure suggests otherwise. As Rodo brings Luffy, Nami, and Zoro into the castle, they are astonished to see its massive size. Zoro asks if the destruction of the castle was caused by intruders, to which Rodo says that it was due to the vicious battle between Loki and Harald. They also see the remains of many giants who were killed by Loki when he attacked the castle. Some of the skulls of these giants have horns, and Rodo explains that they’re warriors with Ancient Giant blood in them, much like Harald.
He then shows the Straw Hats a portrait of King Harald and tells them about how he ripped out his own horns. This is because he didn’t want to be identified as an Ancient Giant who was known for war and pillage. King Harald’s death was especially hard for his other son Hajrudin. When Nami asks if he and Loki are brothers, Rodo answers that they’re half-brothers and Hajrudin was born before Loki’s mother became the queen. Unfortunately, King Harald couldn't marry Hajrudin’s mother since she was from a different Giant Nation. After hearing Rodo’s bigoted views about giants from other countries, Zoro asks why he joined Hajrudin’s crew. Rodo then remembers how Hajrudin saved him from being bullied and says it’s because Hajrudin is a great man who wishes to unify all of Giantkind. Suddenly, Luffy calls them to see that some giants are knocked out there.
In the Underworld part of Elbaph, we see Gunko beating Loki up as he refuses to become a part of the Holy Knight. We learn that Gunko’s power allows her to draw up a path with arrows where she hits her target. This path is unchangeable and will hit the target with unavoidable violence. Loki continues to refuse even though he’s beaten and bloody from her attacks. Suddenly, the hooded figure tells Gunko to stop and asks her to contact Marijoa. He says that it seems that Loki would rather die than join them, although he doesn’t understand why. We learn that the man who looks like Shanks is actually Figarland Shamrock, the son of St. Figarland Garling. Gunko, on the other hand, ate the Arrow Arrow devil fruit. In the end, Shamrock announces that they plan to bring the country of Elbaph under the rule of the World Government.
One Piece chapter 1137 review

Fans of the series were relieved to know that the hooded figure wasn’t actually Shanks but someone else. This also confirms readers’ suspicion about Shanks being Figarland Garling’s son, while Shamrock is likely his twin. We will probably see Luffy and the others meeting Shamrock soon, although it may cause some confusion. If he, Nami, and Zoro successfully retrieve the key and free Loki, then it might lead to another massive battle between the intruders and the giants.
